Bugfixes:
Digital Warfare GTS unlocks had wrong cost on legendary difficulty.
Sensor Overlays was applying double the intended bonus.
Barrage was available as an AWC ability.

Shields Up no longer grants Aegis, and no longer affects civilians and some enemy units.
