Fixes:
- Political turmoil events involving ideological dissent now show an option for neutral countries (previously there was no button at all!)

Graphical / UI:
- Updated the German translation to support the recent content
- Changed some of the minister prortraits so there is slightly more variety

Gameplay:
- Added "High Flyer" conservative National Development Minister who boosts the construction speed of rocket sites
- Economic laws now use vanilla consumer goods values, until I figure out what I really want to do with them to make each level important stepping stones
- German Blitzkrieg theorist cost increased from 100PP to 150PP due to him just being good, and make it a harder choice between him and the Mobile Warfare expert
- Marxist research group now only provides bonuses for industry, but increased speed bonus from 10% to 15%. Decreased PP cost for joining on the event

Events:
- Testing new event triggering method designed to ensure all nations get an even spread of common events, to counter the way events trigger more regularly for countries higher up on the internal list (majors are at the top). Report any drop in performance, regularity of events may need new adjustments
- The "Policy Questioned" low political power event option effects now change depending on your existing laws, so either drop 1 level or 2
- Multiple "ideological border spread" events will no longer appear simultaneously

Other:
- The mod defines.lua now only contains necessary tags (and the file is renamed) so may help with compatibility with other mods

Fixes:
- Total Mobilisation requirements, so it now has higher requirements than War Economy
- War of Aggression / Defence events wont fire during a civil war
- Issue that prevent AI making smarter choices when it comes to changing a few laws
- Further fixed some things with the AI and civil wars

Graphical / UI:
- Replaced Deterrence national spirit icon with a fortification one

Gameplay:
- Nerfed Deterrence construction speed effects from 20% to 15% due to stacking with other ideas
- Nerfed Hitler's PP bonus from +25% to + 15%, considering they also started with level 5 policing law
- Ethiopia now starts with War Economy
- Economic Laws now use a leveling system similar to other laws but more generous, basically switching straight from Civilian to Total Mobilisation will cost 300PP instead of just 150.
- Social Welfare laws now increasingly reduce the support for fascism at higher levels

Gameplay:
- Social Welfare laws now also boost dockyard output as well as regular factory output

AI:
- Really should stop civil warring so easily. Really.

Fixes:
- Fascist organisation event no longer has -5% national unity on top of the -5% from Fascist Assault Divisions spirit

Graphical / UI:
- New event pictures and idea graphics for the new content
- Replaced workers strike idea art with one with a small red X so you know at a glance its a debuff

Gameplay:
- Removed african changes (puppet Morocco and Egypt) to make the mod more compatible with others (the worst element were the map changes). Hopefully in future it can be rereleased as an addon mod with more content
- Policing and Social Welfare laws now cost 150 per level, up from 100 to account for their recent version improvements
- Last few Social Welfare laws have been altered so Corporate Subsidies comes before National Healthcare. Overall buffed slightly with an additional line efficiency gain bonus
- Military Dictatorship now provides 3% conscription instead of a 5%
- Poland now gets their "unique" designers and military staff if you have the Polish DLC
- The USA can now choose the Prepare Intervention focus if they have communist or fascist governments regardless of world tension
- PRC now starts with the People's Liberation idea instead of it being given by an event near the start
- Increased the negative effect of war exhaustion again
- Slightly nerfed construction speed effects on ministers and continuous focuses, as there are a lot more speed boosts that can be combined in the mod
- Work Will Set You Free propaganda now also boosts dockyard output by 10%

Events:
- Over 15 new events this patch
- Added branching event chain for communist countries where you choose between:
- Global Revolution: provides political power, research bonuses and opportunities to help grow an international revolution
- Socialism In One State: focuses on inwardly strengthening the state and your international position
- USSR, Tannu Tuva & Mongolia start with Socialism In One State. PRC, Paraguay or any other country who turns communist has the opportunity to choose their particular route
- Added several events for democratic countries
- Can now have negative political power longer before falling into the political turmoil event chain
- Will no longer get both War of Aggression and War of Defence events from two parallel wars; only the first wars effect will apply
- The 'law questioned' events now only pop up once you have negative political power

AI:
- Should be less civil wars, particularly when a country is trying to go a particular ideology but ends up falling into war against that ideology anyway
- China will no longer create the Chinese United Front if they are already in a faction
- May choose to go communist slightly less

- France now becomes the French Empire when fascist, Vichy France when a subject of Germany and National France when a fascist subject of any other country
- New leader portraits for Sultan Mohammed V of Morocco, Ahmed Balafrej - Moroccan democratic leader - and King Farouk Mohammad Ali of Egypt

Gameplay:
- Changed values of economic mobilisation laws to make low/early mobilisation worth taking, and create more of a ramp up to war economy
- UK now starts with Social Housing
- France now starts with Surveillance State and Labour Programs

- The Kingdom of Egypt is now released from the start of the game as a dominion under the UK to simulate their occupation. The Suez Canal is its own province under British control
- The Protectorate of Morocco is now released from the start of the game as a colony under France
- When a country is puppeted the country will follow the ideology of the master and any opposing ministers will be purged

Events:
- Added an event for communist UK where you can abolish the monarchy, and release all crown subjects

AI:
- Big adjustment to the way AI chooses ministers and ideological focus tree paths. Added back more variety to the ideological shifting of minor nations, but the AI now chooses a specific ideological direction at the start of the game instead of totally randomly choosing ministers and focuses. Major nations will stick to their main ideology however When historical mode is off, the USA gets a chance to go fascist or communist instead to help simulate their potential lack of involvement in the war

Fixes:
- Establishment Focus idea no longer drains unity on a weekly basis, in line with the rest of the policing laws
- Democratic and Communist idea bonuses moved to ideology rather than through an idea
- French national focuses for Left / Right Rhetoric now provide a country idea boosting the chosen ideology
- Franz Todt now made available as a Minister of War after completing West Wall focus
- Canadian Ministers Louis St. Laurent & C. D. Howe now available after completing relevent focuses
- Removed misleading tooltips regarding unlocking ministers in the Raj and Australian focus trees. I would like to have kept the advisors, but couldnt figure out a nice way of making it work with the mod's minister system. The focuses also provide other bonuses and changing ideology is easier now anyway so I don't think it's a huge loss
- France should no longer get multiple worker strikes

Graphical / UI:
- Updated Russian language to support recent additions

Gameplay:
- Removed weekly unity effect from welfare laws but slightly increased base unity increase
- 'Trotskyite Plot' no longer reduces unity on a weekly basis

AI:
- Another attempt at rebalancing AI choice of ministers so fascist support is less prevalent

Fixes:

Gameplay:
- Policing laws now provide a bonus to political power at the expense of higher unity reductions and democracy
- Added 'Alpha Male' Foreign Relations Minister who reduces puppets autonomy by 0.1 per day (available only with the Together for Victory DLC)
- Added 'Local Historian' Education Minister who increases autonomy by 0.1 per day (available only with the Together for Victory DLC)
- Reduced the effect of 'Stickler for Efficiency' and 'Enlightened' ministers reduction to consumer goods factories from 5% to 2.5%
- Democracies now gain the 'Democratic Dealings' national spirit giving a 5% bonus to political power gain
- Communist countries now gain the 'Collectivism' national spirit giving a 2% reduction in consumer goods requirement

Events:
- Added 'The People's Liberation' event for the People's Republic of China that adds a national spirit which boosts political power, to help them start with high conscription and mobilisation laws. Another event removes the national spirit once nationalist China no longer exists.

AI:
- Removed events that help them choose new laws because of engine changes that should allow them to do it naturally
