SDA office-opened portals as part of the automated subspace defense squad are now much less powerful in terms of damage than the SDA HQ portal. Hullpoints remain the same.

Also added functionality that stops the AI somewhat from gleefully sending small fleets to their certain doom against larger hostile fleets, in any situation.

Fixed Station upkeep costs. It seems I can't actually reduce it below 80% of original cost.

Actively prevent the AI from being a complete noob and sending tiny fleets into hostile SDA-controlled space.

SDA office buildings now each allow the SDA HQ automated defense systems to deploy an additional squadron per office!
The "wormholes" hitpoints now scales to match the opponent.

Added the SDA Office building. Build 1-4 of these to allow the SDA spaceport crew to upgrade their military stations!

SDA module now upgrades its space military station over time from platform, to station, to fortress, as long as it doesnt die.
