No Clustered Start Integration with Fallen Empires Expanded

With permission and help from Taw, creator of No Clustered Start, full integration with FEE has been added in this recent update.

In the starting menu, there will be three galaxy presets available:
Medium (+9 Fallen Empires) (600)
Large (+9 Fallen Empires) (800)
Huge (+9 Fallen Empires) (1000)

These options will allow for No Clustered Start + 9 additional fallen empires.

Personality enhancements for Fanatic Militarists

Improvements to personality and opinion_modifiers means for a more responsive and reactive AI from Fanatic Militarists and their Puppet States.

Stagnant Fanatic Militarists will feel threatened by an empire's growing fleet power. Going beyond a certain threshold will make them openly hostile.

Awakened Fanatic Militarists will be domineering and aggressive towards empires that shows weakness, respecting only those who are of equal counterparts.

Puppet States will be belligerent to any neighboring empires who dare push into their borders.

This is the first iteration of personality enhancements for fallen empire AI. More will come for new and existing FEs in future updates.

General Changes
• Removed galaxy options for 6 or 8 fallen empires, please subscribe to No Clustered Start by Taw instead. The aforementioned mod allows for 8+ fallen empires while ensuring a non-clustered start, a necessity with Fallen Empires Expanded.
• Framework established for inclusion of more names for Fallen Empires, more will be added down the road with upcoming updates.
• Beacon of Stability, which was absent from Update 1.1, is now added and available as a player starting location.

• Resolved issue with fleets engaging much farther than they should in Sol systems.

Update to Conditional Spawning system
With the introduction of the Sol Imperium, the conditional spawning system now has additional variables to account for when spawning prescripted fallen empires.

Prerequesites for a Sol-based Fallen Empire:
• No United Nations of Earth spawned (check for existing Sol system)
• No Commonwealth of Man spawned (check for Deneb system)
• No empire with Sol as starting system spawned


Conditional spawning chances:
• 45% Terran Coalition
• 45% Sol Imperium
• 5% pre-space age Earth
• 5% tomb world Earth


General Changes
• Venus planet_class changed from "pc_desert" to "pc_tropical"
• Alien species diversity in Terran Coalition reduced to 6 species max
• Star system for Elysian Throne now named "Omnicron-Theta" to match the binary star names
• Conditional Spawning will now check Deneb system on top of CoM flags
• Fixed issue where initializer will not spawn tile blockers for Eternal Citadel
