- Fix Carrier being the "ruler ship" type for military dictatorship governments
- Reduce the damage of all torpedo slot weapons by 40%
- Increase the damage of all XL weapons by 40%
- Increased combat speeds of all ships by 20%
- Reduced build times for all ships except Corvette, to match build time to ship damage
- Reduced Destroyer and Cruiser hull points and increased Battleship hull points to match build cost per HP (1.5, 1.3, 1.1 and 0.9 cost per HP)
- Increased armor of Destroyer and Cruiser to get an increasing effective health per build cost (2000 EHP for Corvette, 3000 for Destroyer, 4000 for Cruiser and 8000 for Battleship)

- Open the console ingame and type 'event zhowstart.4' (without the quotes) to enable the Carrier class for all empires in an existing game.

Added a carrier class, courtesy of the NSC team. This class needs to be enabled at game start - a random human player gets to decide for everyone whether it should be used or not.
The Carrier is granted by a special project every 30-odd years or so, or when you first research it.
The Carrier has no sensory equipment, so it needs a fleet. It's paid for by your department of defence, so you do not have to worry about upkeep.

Boosted all armor components to give hullpoints equal to roughly 85% of what shields of the same level give. This might be too much, we will have to test it and see.
