- Mercenary Operation fleets now provide a contact channel from their target to the Mercenary HQ, so targetted empires get a fair chance to become valued customers of the enclave

- Made AI rebellion valid target for liberate planets
- Removed spaceport raid as valid type for ai rebellion
- make sure we only give trust to countries if we have established communications with them
- all operations time out forcefully after 5 years, regardless of progress
- finally properly remove armies after liberation

- Fixed merc fleets sometimes being hostile to their own enclave station on respawn
- Added a console event to force-reset any operations from the current country. Open the console while playing your empire and type 'event fmercdebug.1'. Because the addon is in beta, so this is for testing only.
