Fixed bugs in how the mod would choose events, in certain scenarios this would result in the mod not picking an event at all, even when some were available.

Existing events spawned before the weight system should now be eligible.

Added weight-based system to events, this should minimize repeat instances of "bad" events.

Added additional check for LastEventState, strings for soldier buffs and debuffs should now mention the actual stat changed.

Hopefully fixed HasFacility requirement not proccing correctly. Added additional failsafe to prevent events that shouldn't activate from activating.
