Evac zones will now spawn on PR Tour and Rioting City missions. These can be placed somewhere else at the cost of a 2 turn wait.

Altered English localization so it's more obvious that a Haven Siege has been chosen for a mission.

Reworked how Rioting City works for LW2:

Removed first timer and ability to call down an evac zone early

Adjusted out of time reinforcements so they're survivable with the evac delay

Rebels that spawn in this mission should now spawn with action points available.

Liaisons should now spawn normally, added mission schedules from 1.1 to missions

Fixed non-human liaisons (doable through mods like Allies Unknown) being unable to spawn. Unfortunately won't fix their inability to spawn in some of the default LW2 missions.

Added new bool to config: UseRookies, this will allow the usage of normal resistance fighters on missions in between rebels and resistance MECs. By default, they will auto-upgrade their equipment ala rebels.

Rioting City and PR Tour also now allow the placement of evac zones before the timer's up, so Firebrand's evac timer doesn't interfere with mission flow.

Added Spanish localization, units spawned on rioting city should now be able to do actions upon spawning
