Some bug fixes.

Add disasters for Chinese eastes when they are too strong .

Ming will break apart to some Chinese culture countries when he is too weak if finished Confucianism Reform.

Peasants war is now a problem should be considered by Ming's ruler .

Still trying to improve game play of Chinese culture group countries and the Reform events .

Next update I will bring the fareast advisors Chinese style protrait .

Bug fix. And add a decision "Confuciansim Reform"to replace Bureaucracy and Warrior .
