- Decided that using policies for setting spawn chances is better even though you can only change them once every ten years.
- Rewrote event script to support the policy settings.
- The planets will now spawn on a random day during a year.

- Removed Sentinels and AI countries from the spawner because of errors caused by them.
- Reduced chances for special and guardians systems even more.
- Reduced the chance for solar systems with max instances to spawn.
- Reduced the global spawn chance to 20%. This means that about each 5 years a new solar system will spawn.

- Added a levathians check to some planets. Planets that don't spawn monsters won't spawn anymore if you don't have the DLC.
- Added a lot of checks to the special solar systems so they will only appear once in the galaxy. I've targeted named systems with unique flags for these checks.
- Modified the chances that certain solar systems appear. Normal systems will appear more frequently while special/guardian systems have lower chances of appearing.
