- Updated the random agendas: since the AI is now more friendly, the random agendas have been adjusted to have 2 positive and 2 negative conditions each. This will make it harder to become friends with the AI, this makes it more challenging to form friendships (still easily achievable by giving away gifts).

- Agenda values: in order to spice things up a bit, almost all the agendas have been bumped up to have a value of 3 (from 2). So a negative condition is now -3, and a positive one is 3. This will make diplomacy more dynamic, and make agendas more important than they were before.

- Promises: promise values have now been bumped up significantly, so it means a lot more now when you decide to make (or refuse to make) a promise.

Fix for a bug in the friendship bonuses that was caused during the Amanitore bonus addition

Transition state changes to try to make AIs less eager to declare friendship shortly after meeting the player (this is an issue with the vanilla version of the game that was introduced by the last patch)

Reverted the values for the transition to unfriendly to the previous values, as they had been used to fix an issue that came up with the previous patch. So AI's will go back to being neutral unless you have -6 relations with them.

- Added Nubia bonuses (+1 food/culture from commercial hubs)
- Added the ability to form alliances after discovering writing
- Tweaked the declare friendship values in an attempt to stop the AI from being so easy to declare friendship with (a patch issue)
- Changed the "ignore warmongering" trait for declared friends, I want to make it more consistent. It may end up being just for allies in a future update, if it turns out this still doesn't fix it.

Removed the close to victory modifier that was added in the summer patch. It seems like this directly conflicts with the mod goal of making diplomacy more dynamic.

Based on further testing, it seems like the mod works fine with the summer patch. Re-enabling until further reports are received

Added friendship bonuses for Alexander and Cyrus, as well as adding in a loadorder entry

The bonuses are:

Alexander: Encampments provide +1 Great General points
Cyrus: Palace provides +2 culture, campuses provide +1 Great Writer points

It was kind of tricky picking a bonus for Cyrus, I wanted to include a culture bonus for Persia and also add in a great person bonus to reflect some of the great Persian writers and scientists. I think I'll have to revisit his bonus at some point.
