Fixed an issue with Harald's recreated agenda causing an error while loading with the new patch

- Protectorate, Reconquest and Liberation war declarations are now available after discovering defensive tactics, as opposed to diplomatic service

- Warmonger penalties have been modified:
- Classical: no longer has any penalty
- Medieval: from 12 to 3
- Renaissance: from 18 to 6
- Industrial: from 24 to 8
- Modern: from 24 to 10
- Atomic: from 24 to 12
- Information: from 24 to 16

- Friends now ignore your warmongering (that's what friends are for? ;) )

Tweaked the friend to declared friend transition, to make it slightly more difficult for AI's to become declared friends (allow transition has been set to 20 from 15, require transition max value from 25 to 30). I may revert this change, but at the moment I think this might make the process of become declared friends more rewarding. Looking forward to your feedback!

- Fixed the unfriendly AI issue: after the Australia patch, AI's would appear as unfriendly instantly after meeting them. This issue isn't related to the mod, as I tested it in the vanilla version and found the same problem. Firaxis had initially set the neutral to unfriendly transition to be possible at a rating of 5, which I always thought to be odd, but in my initial version of the mod, I didn't tweak it. This patch reduced it from 5 to -6, which fixes this issue. AI's can still become unfriendly, just not as quickly, and hopefully now not when you haven't had a bad relationship with them.

- Stop settling near me! Now we can ask the AI's to stop settling near us. I'm still trying to track down whether this has any actual effect, but at least now you can try your luck with them :)

Made gift-giving more valuable now (less expensive to get modifier points, cap increased to 10 from 5), made it easier to declare friendship (lowered the total points required bar)
