Made the counter buff last 2 hours per use

Fixed Issue with rafts not getting the level up counter and raft like dinos

Hopefully fixed the counter not staying active after server restart

Fixed issue with the level up counter dieing and is now a buff despie how much i hate that.

Fixed it is now craftable and
dinos will no longer moon walk when on wander

Fixed spelling issues and made it learnable level 1 not level 0
Fixed case with some dino mods with scaled up dinos not working correctly
Made it a consumeable without breaking non buffable dinos
