AGENDA REFRESH!!!

A complete re-work of the design behind these.

There are now 34 strict agendas that can be rolled at any given time (so no more early and late game only agendas).

One agenda is always selected at the beginning of the turn, and another agenda is selected once Nationalism is researched.

The design of each agenda is now more straight forward, to prevent ability piling. Some are stronger than others.

In addition to 34 new agendas:

- Added three brand new game options, Unrestricted Agendas, No Agenda Cap, and Extra Starting Agenda.
- Updated the Popup support the extra agenda as well as fixing few issues with the popup (it now correctly displays it when the correct civic is researched instead of assuming it's Nationalism).
- Reorganized the Preferences side of things so it's easier to manipulate and add new restrictions/preferences.
