To add to what Iroh-Q said, "Modifiers" is the table which has "ModifierID" as a column. The ModifierID is the effect that will show up in the game.
Using an SQL statement "DELETE FROM", you are telling the game to delete the STANDARD_DIPLOMATIC_CLOSE_TO_VICTORY ModifierID column from the Modifiers table before the game runs.
@X_MasterDave_X: I just tried a vanilla run, the modifier is still there. The mod works with the latest patch. Thanks for your interest!
Is it even neccassary, or is the "winning modifier" gone?

feels like an instruction to me, not a mod. How it works like that? :o
And similar governments should be what negates this. I really loved that about BNW's end game; where opposing govts started to war with each other. So the nations (regardless if you like them or not) that went the same govt as you would be the one's still friendly in end game. This could be something that opens up with Nationalism, where there's pride in the govt type you have (even if it's enforced).

@what have you: My personal experience with this kind of modifier is that it ruins long-lasting friendships. Why would your closest ally turn on you because you're closing to winning? Speaking from my perspective, I want my AI friendships to feel meaningful instead of preparing to go to war with everyone the closer I get to winning.
