Systems -> Logic Entities (the flag symbol above the search bar) -> Virtual Entities -> Zeus

For multiple Zeus you need multiple players (the easiest solution is just multiple units, set to playable) with different (variable-) names assigned to them and multiple game master modules, one for each (variable-) name.
So for example Player One has the variable name "p1" and a Zeus module with the owner set to "p1". The same for Player two and so forth.
You can find a few tutorials on YouTube, maybe that helps too.
If you want to play this alone, I would recommend going to multiplayer and opening a local server (LAN) for yourself.
