You have to install DoW Workshop tools in order to create your own mod, then its a simple item of hunting down the units and making their pop cap cost 0, or rather much simpler is to increase the pop cap to a ridiculous amount. I could do it.. however I need skulls for the Skullthrone!

ok it looks that the listening posts cost 5 unit population, imean the defense tower listening posts...
ill look which units cost it too post it then....
