I don't know of any way to change citizen frequency.

What you have done with your mods is allow fursuiters to spawn in Cities Skylines.

Is that a good thing? Who knows.

Probably not, this was done for my boss' kids who like Pokemon, plus there are easily availiable 3d models for every Pokemon, taken from the 3DS games. I've got another couple of Pokemon to upload (Zoroark and Delphox, the only other two they requested that fit with the default animations) then I'll probably go back to expanding my British Seaside building set.
