Is there a launch argument or something that can generate a log?
That's strange, I can't reproduce it. Does it crashes when clicking "Edit Item" for existing mod?
Updating Steamworks.NET solved both upload hang and UTF-8 issues, and mod descriptions aren't messed up anymore because they're not trying to rewrite English description with user local language description.
1. It may mess up mod description and title, so it's better to copy them somewhere. Uploader fetches description for your language and applies that to English one.
2. It works bad with non-Latin descriptions (especially Cyrillic). AML had similar problem because of Steamworks.NET , but it was fixed, so it was fixed in AML too, but, I guess, not in this uploader.
3. After uploading it may hang instead of showing "Success". To actually check if your mod was uploaded or not, I recommend you to check the mod page itself. There will be added new mod in your mods list on success, if you're uploading new mod, or there will be new update in change log on your mod page if you're updating an existing mod.
Also default tags are lowercased, but that's not a problem, I think.
Other than that, this uploader works perfect for me.

No issues from this tool, other than it hangs on "Committing Changes", despite the mod being uploaded, downloadable and usable.

I have no idea if this is the best place to ask, but I feel like I'm running out of options.
I've added to my mod list LW Officer Perk Pack, I also have New Promotion Screen by Default (previously worked great). I think adding the LW Officer Perk changed the New Promo Screen mod to start showing a Brigadier promotion level to the game. Only I don't have any Brigadier promotions soldier classes so the 3rd row of abilities (XCom) seems to be stripped to feed the Brigadier level. Not what I wanted.
I've reported in New Promo Screen comments, but Tzarnel hasn't been around for months. I've unsubbed the LW Officer Perk and followed Dragon32's pointers to troubleshooting. Still the problem continues.
Background over. Question to ask-
Would your Alternative Mod Launcher fix this by forcing mods to load in order code been overwritten?
Yeah, I noticed that too. Unfortunately I didn't find a fix.
