As for the soldier to actually carry a grenade launcher or not, it's up to you on 2nd weapon slot
There are plenty of more imbalanced mods out there, however, in the end, it's mostly about how well you can actually play the soldier who has the class. Doesn't matter if they have a lot of abilities, if you screw up with your soldier, he'll most likely die. This mod was mostly designed for play with difficulty enhancements, such as overwhelming pods mod.

Oh and why is the Alien hunters DLC required? Seems like a very arbitrary requirement for a class mod.
