If a quasar was placed the the center of the Milky Way galaxy, it would dwarf our galaxy and engulf the neighboring ones as well. You're thinking of a cosmic cloud that forms galaxies, not a quasar.

You are portraying it as though the quasar is some form of gravity well. In reality, however, a quasar disperses energy into our universe.
