Report a translation problem
Any issues with functionality (or lack thereof) have been mod compatibility related for the last year or so, and I cannot help there as I cannot realistically adjust for other mods. I also do not make compatibility patches, I've always been open to people using my mod data to do so on their own but don't myself.
This will stay up up for the foreseeable future for all TW2 players but there will not be any further updates or changes.

As noted in the description, I cannot guarantee this works will other mods out there and any that modify a specific faction heavily is likely to have a conflict unless the minor settlement trees are unchanged.

Secondly, is chaos-dwarfs should receive T4 minors or is it a bug that I dont have?
I doubt that there is a compatibility patch, but I'll ask over on their page if they have one. I'm not good enough at modding to make it myself. O.o
Each level of settlement (and every building in general) is a specific entity in the files tied to a specific building tree. You could realistically just copy the data for one of mine for any new settlement and rework the bonuses / garrisons to get a mostly functioning new one, but you must do at least that for them to exist at all.
