Anyway, feel free to make changes to the mod to increase the housing or add modifiers for it to increase housing when next to a neighborhood. I won't be updating it so the code will be stable lol.
No way to make it count as a City Center for other districts without severely messing things up internally or getting into custom scripting that I'm not proficient in. The only option is a boolean check of City Center. Setting it to true and making it buildable is gamebreaking and outside the scope of the mod. And my brain.
Base game, only the Aqueduct can be restricted to be adjacent to the City Center. I don't have the skills to do any fancy scripting or custom assets to create a workaround so this is my best implementation. It's also really old at this point and mostly for eye candy lol
Maybe could the district be technically restricted to the city center. Though, I suppose it’s better to let the user have that liberty.
Anyway, still a premium mod nonetheless ! I can't plan my cities without taking this district into account now ! lol It looks so great !

Anyway, thanks for the ride, I used this mod a lot, and for a long time, but I fell in love with JNRs Buroughs Disctricts system.

Yeah, you can change the ArtDef file for any of the districts to look like whatever you want it to.
That doesn't sound possible considering it doesn't touch textures/models of units or terrain.

Go to the districts file (open in notes or something else if you would like)
10th line down go over to "TECH_INDUSTRIALIZATION' and change it to "TECH_WRITING" or your preferred tech.

Open the Civ 6 folder (I don't recall which number it is) and find the mod which number should be 1198778710.
You only need a text editor but Notepad++ works best for that, in my opinion.
Edit the .sql file and change the beginning era for the district to whatever you want it to be.
The notice states that it does not appear in tiles that are *not* next to the City Center. Only adjacent placement works.
