I'd understand it, if only settlers from other civilizations turn into workers, as their moral/ideology realistically wouldn't change, but my own settlers share the same moral/ideology as my civilization.
If someone wants to use this mod to do something weird like make builders settlers, it's easily doable. This mod really only just a single line of code. Just swap out the UNIT_SETTLER and UNIT_BUILDER entries in the .sql file with a txt editor. This is cuz the code to change the unit WAS ALREADY IN THE GAME. It would actually be ****-easy for the devs to give us an option to do it on world creation.
I have a feeling between this and AI's over-eagerness to forward-settle, the devs originally intended for settlers to become workers like in Civ 5. Heck, they probably intended for naked cities to bombard enemies as well. Then they changed their mind but didn't change the AI behavior, and now its just baffling and stupid.
