Too far into the middle of the scope? Are you using the right build of Black Mesa? This mod is for the December Beta build. Which uses the overlay.
you probably have classic ironsights enabled in the game's options, that'll disable the overlay entirely and make it zoom in similarly to Half-Life 1

are either of you on the latest beta patch? This only applies to that version.
the old scope was actually a render-to-texture effect on the back of the crossbow's model, it was "more realistic" than the current set up because the zoomed in view appeared on the actual model of the crossbow itself like it would in real life. Buuut it had numerous animation and usability errors and it tanked performance when it was on the screen because the game would render the same scene twice since the effect required it.
Crowbar Collective decided the best course of action was just to get rid of it. Dunno if it'll ever change again in the future, I have to imagine its still WIP and this mod I made will probably eventually be made irrelevant, but who knows.
