Report a translation problem
In my previous game : a notification for Paris changed religion, turn around 50, just after the achievement of Stonehenge. I did not met the french at this time.
Not really disturbing, but a real bug for sure.
Is this multiplayer?
I have the same issue and have had to disable the Mod as a result, definitely getting notifications for Civs I haven't met :-(
I am going to make vision off on default now.
And your notification mods were the only ones we were running. :)

right click on small circled number dismisses all the stack.
New Population Notification version just uploaded. Make sure you have it.
Find file NotificationPanel.lua in your Steam mods folder (yes, opaque number).
Open this file with Notepad. Find line:
local population_enabled = 99;
Set number to whatever you like at which population notifications should stop.
Save file as .lua, not txt! Hope that will work for you.
Customisation UI is a hell lot of work. Glad you understand this. For now I have no such plans. What I could do easily is to include some code in the mod core files to turn off population notification. Like manual true/false swich. Not sure if that would be of any use as users usually dont like go under the hood.
My only wish, and it's a big one, is to make it standalone. While border and population changes are important, religion ones are critical. And the population ones quickly become spammy in a wide game.
Sorry, no. You get "gossip" popup when new religion is founded. Besides you could always check Religion Screen.
