If this has actually been a problem for months , you should have asked for help much sooner. Generally, there's 3 methods of repairing decals. First is to make sure you uninstall and remove the old addon, which you've already done. After that, a quick restart of GMod & sometimes Steam may be needed. If that doesn't work, the only way they can still be installed at this point is if you hard installed them into your garrysmod/ directory. At this point, the decals won't even exist for your game anymore, so it would be impossible to see them. If you do still see them, you've missed something so retrace your steps.
also menu_cleanupgmas doesnt work

Open your console in the main menu. Type in "menu_cleanupgmas". This will remove all uninstalled addons still stuck in your GMod folder.
