You should be able to, though as far as I know PAC3 got rid of it's experimental tab so the server needs this model aswell.

This is great, you can't find much quality WH40k content for G-Mod like this. But you know what would make it better? Shovels.

You should consider changing the hitboxes to the cstrike setting rather than default. So if players are using a gamemode where headshots matter they will work.

If you feel like theres a lack of variety feel free to go in and edit the materials for some extra color variety yourselves, id be happy to credit and add them into the texturegroups for whoever feels like making some decent reskins.

I used to play UA mod for soulstorm, then switched to Mods for the orignial Company Of Heroes cus it was more realistic, but ill definetly have a look

No, one of the still active and "harder" is Elite. It brings out a couple of elite skins and Ordo Mallus. It's quite intresting but it might take a while to learn how to play due to some balancing changes and new units.

I think there are some Vostroyan models in Dow II ELITE mod. Not quite sure how hard would it be to get these out though.

This is strictly a playermodel pack, and i'll consider it if you or someone exports those files into something usable for blender, because those are .model files which can only be edited in Catia 3d as far as i know and i cant really be bothered to get all that setup.
