I found a workaround for slow funicular cabin spawning if someone is using Transport Line Manager. Use Advanced Vehicle Options to set 130 Kh/m for the funicular cabins and use President traffic manager to set speed limit on funicular traks! :)

If those two fails, use TMPE to disable lane switching of funiculars.

The simple answer you're looking for IS AVO, you open AVO panel, you scroll passenger train list, you find Mekarski (or funicular) cars and untick "enable spawning". That way they won't be spawned by the game randomly but still can be assigned by you on specific lines in the quantity you want.
