Report a translation problem
The voice lines work for all official campaigns, they should actually work also for workshop ones too as long as those campaigns don't replace the voices themself (what's very rare).
Just to make everything standard again.
The folder structure is the same for all 8 survivors, that's why i recommend to make a temporary folder somewhere and put the exports from gcfscape into these.
So you copy multiple left4dead2_dlc1 and so on folders into the same temporary folder.
When finished you can copy the 4 folders (left4dead2, left4dead2_dlc1-3) directly into your l4d2 main folder and overwrite. (It should overwrite ~ 21.000 files).
Did you try to open multiple files at once?
Maybe copy the vpk files somwhere else e.g. desktop. Maybe it's a permission issue.

As it is the same process for all characters i think it's a better place for them.

in short... no.
The survivors have different amount and name of voice files. Some of them like hello01 are equal in name for all, but man of them are different (for example reaction files when yang get attacked... yang has no voicefile about "yang beeing attacked").
-> if you use the "wrong" voice replace it will result in some files which might work, some are only present but unused from the workshop item and other original won't be replaced and still be active in game.
There is the option to rename and replace them manually or with programms like audacity but thats many hours of work.
In general it would be processed through steam or the game, but with gcf scape you are able to open it manually.
You get the vpk from l4d2 in this folder
...:\Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop
But first you need to fully download the workshopitem and start l4d2 once and wait till its copied.

Then open the vpk with gcfscape -> right click -> extract
The changed files are: left4dead2_dlc3\sound\player\survivor\voice\biker
• reactiondisgusted03.wav ... this file was no part of my vpk, but it's now part of the official
• taunt.wav ... this file was only in my vpk now.
• reactionstartled03.wav .... this is bugged.
If you want to fix it before my update you can do the following:
• Copy any file from the same folder from ren e.g. reactionboomervomit05.wav and rename it to reactiondisgusted03.wav
• delete the file taunt.wav (only this file not taunt01.wav - taunt10.wav)
• delete the file reactionstartled03.wav from rens folder, copy e.g. reactionpositive11.wav and rename it to reactionstartled03.wav
I'm currently checking which files are changed.
So far TEAM RWBY is working without issue, installation and ingame.
Jaune and Phyrra also working. Nora and Ren seem to have at least one file changed.
As temporary solution i recommend to only copy/install the voicereplace for TEAM RWBY.
Change back to the original files and then type the snd_rebuildaudiocache command again. If its crashing its no mod issue.
Anyway it seems like they have changed some of the audiofiles changed by this and other mods so i have to check whats exactly changed and will update the mods asap

It's a client-side only mod. As far as i know, it doesn't matter which mods the server you are playing on has active.
As far as i know it's unfortunately imposible to automize these mods as they change files in multiple main folders.
So far i didn't check subtitle files and how much work it is to change them.
if not, how can you change in-game subtitles?

So far i have no plans to make an additional Zoey-Ruby Replace. As it is much work, and its not fitting with the Character replaces ("Team JNPR for the old Survivors").
Just start gcfscape.
File -> open ("the VPK of this Voice Replace 1322164873 in the folder ...:\Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop").
When open it should look like:
root
+ Left4Dead2_.... e.g.
Right click on root -> extract to a place you want.
After extracting go to the extractet files and copy them to your l4d2 main folder.
If you install all of the voice replaces, it's more easy to extract all of the VPK before the copy.
After subscribe you have to check the folder ...\Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop
Here you will find all your downloaded workshop items (VPK's).

But as this is no map or weapons skin or whatever the official tool is made for, you need a programm to unpack it. This is what GCFScape is for.
Extract it with GCFScape and copy the the folders into your main l4d2 folder and overwrite the original files.
1 - This addon is not installed by just subscribe.
2 - you have to extract the downloaded vpk 1322164873 with a program like GCFScape

But net framework is a windows program you need for many application and runtimes.
It's 100% Safe if you download it directly from Windows homepage.
The DLC Voice Files are also replaced, e.g. "the sacrifice" campaign related voiceclips.
After this found the vpk.files in Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop
Let the mod files overwrite the original ones.
After this start l4d2 open console and type "snd_rebuildaudiocache" without quotes.
Wait ~5min and "exit" after the install progress has finished.
If you want your original voice files back just verify the integrity of you game files via steam.
