These are hidden agendas. Like other hidden agendas, they only a small chance of appearing per leader.

Is there any mod to minimize the agenda related pop ups from leaders? I am tired to see inept AI mocking me when I am the one who suppose to mock them being 2 eras ahead of them on Emperor. Too much wasted time.

No problem. Looks like these have unique dialogue: Mvemba, Cyrus, Victoria, Cleopatra, Alexander, Philip II, Gitarja, Chandragupta, Catherine de Medici, Gilgamesh, Peter the Great, Roosevelt, and I added a custom one for Trajan.

Yeah, all of the unique dialogue has been restored. For example, this was Cleopatra's:

"Come, sit with me and let us glide down the Nile in comfort on my royal barge, and I shall show you the best parts of ... Egypt."

Like all hidden agendas in the game, it only has a small chance of appearing. Cleopatra has the highest chance. I think it was like 30%.

I am trying to test this and i dunno if not all leaders have this but so far i have not noticed anything. I went with aquataine and chose cleopatra and all males but i dunno how to tell if this is working so far.
