species_archetypes/00_species_archetypes.txt
Once there, open it with any archiving software (WinRar, 7Zip, etc.). Inside, is a folder named "common". In that, there is another folder named "defines". Then in there is a file named "extracivicrebuild.txt". In this file, there is a "4". This number can simply be changed, then save the file.

Paradox hasn't allowed anyone to make a super sized ship. When Petruxa wrote the Warlord civic description it did, but Paradox took it out of the code. Unforunately it seems like they just abandoned the supersized ship concept completely.
