Servers don't have "frames" they have ticks.
Source Engine servers are limited to 128 at most.
You are using a Free Chicago "Dev server" on AtomicHosting.co (atmc.cc).
Without mentioning the fact Atomic does not currently have any 300+ machines in stock.
and I doubt anyone would be silly enough to invest a a 460 usd/mo bare metal machine on Garry's Mod especially sandbox. (the only high end baremetal machine available according to the host)

the issue you are describing is because of server hardware and not add-on related.

Not all lag is noticable by humans, the server has a tickrate, and by it dropping it counts it as lag, tweak the variables to make it more or less sensitive

this is pretty cool but if you use addons that slows down time it'll activate, also it keeps activating for no reason and i dont notice any lag

Its looking for lag by comparing SysTime() and os.time() i believe, if the server is losing ticks SysTime will desync from os.time(), so the operation of looking for lag is just comparing time deviations
