CGM buildings says it's a "certified addon mod", does this mean this patch isn't required anymore?

Any other mod that could be causing the Solar Stronghold not beeing available? Using the patch but still can upgrade, also not having the correct amount of building/module slots. Using Alphamod: Outpost and the patch for it
