They are rare but should start popping up eventually. You can make more copies in the asset editor for different citizen types. Default is male adult 0 iirc. I think there's also mods that can control the spawning or disable vanilla citizens altogether.

I am subscribed to this Citizen, I have never seen him in my game. What makes them spawn? What class of Citizen are they?

There's at least one decent tutorial floating around. Search for Citizen Asset Editor Tutorial. It does not show you how to make the actual model and I use different software but it should clear some things up for you. You could also get the "ModTools" mod for cities and then dump ingame models and import them to your 3D modeling program to study. The models can the be used as base for your custom one.

Thanks. Custom assets are always based on existing citizens and afaik homelessness mechanics is not in the game. You could of course make some citizens look like that visually.

This is great. I've been hoping somebody would make a homeless man wandering around my city how hard would that be
