Usually restarting the game works, because if you just download it while in game and didn't restart. It doesn't download the whole thing. If not then there's the rare case of addons not updating, which if that occurs. Unsubscribe the addon and the required items, go to the addons folder and delete the gma files and re-subscribe and wait until it fully downloads.

Cuz, too much downloads going on that's why. It's probably queued or something. Just simply restart the game. If the problem still occurs, then I you probably have the glitch where none of the addons you subscribe updates.
