Guys, I’ve found the problem.
If you're using Radious mod, do not use this mod together with it:

It completely breaks the unit recruitment pool — units simply don’t appear in the recruitment panel after unlocking them via tech tree.

Also, make sure to load Radious mod at the very top of your mod load order in the launcher.
That’s the only way everything works correctly without bugs or missing units.

And on top of that over 15 years of Team Radious mods. As the only modding team in TW history we managed to cover all TW games since Shogun 2 release with our Overhaul mods. We went through good, bad or strange times with CA games. We seen things we would rather never see again but also had a wonderful experience many times during all these years! We endured all these years and eagerly awaiting of what comes next!

Modding is not a simple task, its often very difficult, challenges need to be dealt with, obstacles are often waiting on every corner. But its also a passion and its always great to see happy players enjoying our creations!

Alejandro Magno II: From our changelog - Garrisons overhaul - Most of the minor towns (not all types) now have garrisons from level 3-5, level 1-2 are empty same as in vanilla game where minor towns have 0 garrison from level 1-5. Major tier 4 and 5 garrisons received additional units.

Hello Radious, I have most of your amazing mods for Rome II, Attila etc., and works perfectly, but in case of Thrones of Britannia not. I only subscribe your Mod and if I started new campaign, the new units from this Mod are available in custom battle, but in case of main campaign not. i saw this unit in tech tree, but If I want to recruit them, they are not visible, no chance to recruit them, not in the menu to recruit them. I do not understand.

Thedawnguard: Mod require to start fresh campaign with it. And also its a startpos mod so no other startpos can be active at the same time, like turn per year mods, faction unlockers etc.

I see I am not the only one not being able to upgrade units.

So, from reading Radious comments we cant play with other mods that alter the start pos or add other custom units is that correct? I have been using the Great Heathen Army mod so I am guessing this is what is causing the issue.

Atlas™: make sure you have no conflciting mods like turn per year or any other startpos mods. Also our mod requires new campaign when started for the first time.

Unwelt: Custom units work only if you started your campaign with the mod, also not other startpos file mod must be active - unlockers, more turns per year and other mods.

You cant have turn per year mods as said many times, they overwrite startpos file which is needed for all custom units to work properly in ToB.

Dux Ambrosius: Mod is updated to latest game version. If you see outdated message - ignore it.

We tried to improve the Ai to attack more often and recruit better armies, Ai also can field more armies and units so overall you should see more action on the campaign map.

NukerMunky: Its because ToB unlike all TW games require startpos file for many things like custom units for example and much more. Its a single file which more mods use for unlockong factions, turns per year mods or like we for custom units.

These cant never be compatible due to this being all in one same while and always only 1 can be active.

There are currently no plans to return to ToB, we consider it as finished project. Working on Warhammer 3, Rome 2 and Three Kingdoms plus finishing our 10th Overhaul, this time for Pharaoh.

Is there a chance, even if it's a relatively remote one, that there will ever be a Official Radious submod made to unlock all factions in Campaign/Custom Battles?

Cause as it stands, none of the faction unlockers function either fully or correctly alongside Radious. Like, they kinda work, but then they'll break other systems in the base game, or in the Radious TC/Overhaul; Y'know what i mean?

An Official one made by you fine folks sure would be greatly, truly, appreciated by all us poor fools who, A: Fell in love with CA's $40 Expansion-Pack-Turned-Full-Price-Game, Thrones of Britannia. And B: Who at some point or another tried out a Radious mod (For me my first was Shogun 2) and just simply can not play without them on every TW because of how genuinely just much better all your guys' hard work makes the games you mod.

Gnaohnart: Most units do not get replaced and stay unique compared to base game. Each techs which is unlocking new units directly says so. Then all these units will be added to your regular recruitment pool.

Also make sure you do not run any conflicting mods that could overwrite our systems.

Shogg: if you have different language then english follow multi-language support in mods description. Techs which only were unlocking unit upgradingwont have an effect since many upgrades been removed and units kept as standalone.

Truen: Nope, its completed and finished. All what we wanted to do for ToB been done, all factions covered, all dlcs and latest patch supported and all changes are in. Its completed project fully operational.
