I have a feeling as to what's causing this issue, the problem is that we're currently developing a seperate project so we're not really set up to patch Westerado at this very moment. I'll look into if there's an easy fix for your issues, otherwise unfortunately you'll have to wait for some time.
Am I missing something?
From the log it looks like an issue with Combat Extended not this mod. You could try to delete Combat Extended under SteamApps/workshop/294100 (or wherever it's located for you) manually, or just unsubscribing to it on the workshop and resubscribing after.
I have my load order set to what you suggested in the description and no other mods running but when I try to enable them all it fails with a bunch of "Could not load UnityEngine.Texture2D" errors for things like weapons and ammo. For instance, here's the first of many errors:
Could not load UnityEngine.Texture2D at UI/Icons/ThingCategories/CaliberShotgun in any active mod or in base resources.

It's already in the game, just a bit buggy at the moment.
