I'm not experiencing that and have been using the mod since it came out. I think you have another problem somewhere else. Maybe you're using LWotC?
poorly coded or some sort of incompatibility with Missing fx + resources which causes crashes while shooting when you reach plasma tier and use certain types of ammo.
removing it from my list solved the problem.
Skirmishers are a gentle bunch.
However, I added the crit bonus by re-initializing a variable for "X2AbilityToHitCalc_StandardAim," which is completely different from X2AbilityCharges/X2AbilityCost_Charges. Those are the ones you'd use if you wanted to directly alter an ability's charges.
Not that most mods would do that, though. You can easily change Whiplash's charges in XComGame_DataSoldierSkills.ini, so no need to compile an OPTC section.
I use Skirmisher Reloaded, which removes charges on Whiplash and replaces it with a cooldown.
Did you change something recently? Now Whiplash has 3 charges. Things worked fine before, I don't know what happened.
Where previously there was no modifier, now when I flank something, 40% shows up.
IMO, that's all we need.
Although, allowing Zero In to apply to abilities potentially grants crit chance to all these abilities.

What's the Whiplash crit damage?
@Love The Harley It should work with that mod since this mod only changes the base critical nature of these weapons as opposed to making Whiplash charge-less and only moving Ripjack-based abilities around the Skirmisher’s skill tree.
