It is most likely an automated bot which detected this. Much like how Youtube bots demonitises videos for "inappropriate" content, despite the content doesn't violate any rules.

I'd just sent a support ticket on Steam. Until they reply, the thumbnail will remain censored for now.

I never had those preferences unchecked, but it still prompts the warning. Still how is this inappropiate, there are more lewd mods elsewhere that aren't blurred.

The thumbnail used might not of been what triggered the censoring, the screenshots do have cleavage as well as almost nudity. That could of been what triggered the censoring.
