By increasing the Table Radius to include the entire settlement area, I no longer have the debuff issue.
This is silly to have this debuff when the default radius from a table is so small.

Also, when you set pawn and table default search distances differently (I wanted 5 for table, 60 for pawn, so that all my many prison tables only get used by prisoners, and I only would have to change the main rec tables to large search radius), it seems like the table setting is saved and used for pawns as well when you next load the game. (Ie, both become 5 upon restarting the game)
Added settings so the default table radius and pawn radius are editable
Added a patch for Common Sense
As of right now pawns just drop food when they are hungry, then picking it up only to drop it again. Then the loop starts anew.
Does it matter or not where they eat, if not then I guess I dont really care.
