To anyone asking if this is Whitelisted - Yes, it is. However, if you enable the firing options (Healing, Zapping) it will become graylisted. You can use it, but only to show the spectator (UFO, Cloud etc.. )

Can you make a version that doesn't stop perk progression? I like the idea, but I still need to level.

Mutator on the server to crash.
Console window is turned off.
So can not be applied.
Supplement is needed.

Would you consider posting this mut to the whitelist request thread? TWI is doing another round of huge whitelisting and I think your mut would fit the criteria to be whitelisted, so long as the damaging part of it is disabled.
