@Dirigible Tomato: And I'm Jesus. The bug is in since DAY 1 of the base-game, and a fix for the base-game has been around July 2016. Firaxis hasn't fixed it in any of the patches for any of the DLC.

@Holy Athena it's taken this long because Firaxis doesn't bother fixing their game unless they can bundle the patch with more DLC.
