Valve released an update on November 2018 where you can't use mods on Versus. I usually play on Campaign and haven't tested out the other game modes. I'm sure a lot of people already know about this, but it's still a new, "thing."
The Steam Client can sometimes glitch and not download the addon. I've had moments where I would Subscribe to an item only to later see that the item didn't Subscribe, or where the game says that it's downloaded and nothing shows up. There's a few things that can mitigate the issue.
Try to download addons while all Steam games are off. When the Steam Client downloads addons, it's similar to Steam downloading an update to a game; downloads can be paused if you are in a game, and so can addons.
Make sure that there's nothing conflicting with this addon. Any Louis mod will cause the issue. You'd be surprised to see some addons weirdly conflicting with other addons.
Disable all your addons and see if the characters are normal. If they are, enable only a few mods; one of the mods you have might be broken.
If Zoey and Louis are still corrupted even with all mods disabled, then the game itself is corrupted.
In your Library, right-click Left 4 Dead 2 and select Properties. A window will pop up. Click the Local Files tab and click the Verify Integrity of Game Files... button. This will make Steam check for any files in the game that are different or missing, and will replace them. If that doesn't work, then you'll need to uninstall and reinstall L4D2. (It's best to manually delete the Left 4 Dead 2 folder as Steam just copies your L4D2 folder in the cloud when uninstalling.) Let's hope you won't need to do that!
I'm also going to assume that there's no addon conflictions, 'cause I've never seen an addon confliction do that before.
I would go into your game's directory and head for the Workshop folder where the workshop mods are saved in your game. Default location on Windows:
(C:\Program Files (x86)\Steam\SteamApps\common\Left 4 Dead 2\left4dead2\addons\workshop)
You'll want to delete the file 1448304117.vpk
Unsubscribe and Resubscribe to this, for safety reasons, then launch L4D2. Hopefully, it will download properly.
