I'd first check to see if your Pointshop 2 is conflicting with the Enhanced PlayerModel Selector addon - if you have that installed.
If there's nothing conflicting, than it might be this addon is conflicting with itself. Back in January, Gmod was updated to have new mods be downloaded in a completely different area instead of the addons folder. This mod is an old mod that has been updated, so I'm guessing that you may have both the old GMA file and the new one. I would delete the oneshot_-_niko_playermodel_(beta)_1448742117.gma file in your addons folder first and see if that works.

I can't. The only way to make the eyes glow is if I removed the eye tracking. Eye materials aren't able to glow, sadly.

Perhaps it's because Niko always states that they're, "Not a cat."
I just added the option to not wear the hat because I figured that people would want to have a bodygroup for the hat.
It's not perfect, as being in pure dark areas still won't show the eyes.

Improved eye tracking!
Just a small request. Can you make either the freedom planet 1 or 2 models made by Disaccord Noob© into playermodels please. Its just that no one else seems to make any so I thought I make a request to you.
First, make sure that you are indeed Subscribed to the addon. I know that sounds ridiculous, but sometimes Steam will not actually Subscribe to the addon. This is a rare issue, and I don't know what causes this.
Make sure that Steam has downloaded the mod. When your Steam Client is downloading/updating a game, that tends to take priority over downloading an addon. Make sure Steam downloads its updates and has time to install the mod.
Now I'm not too sure on this, but I recommend not to download addons while in-game. That's when the Steam Client glitches out the most. Plus, any downloaded addon while in-game do not take affect until a map is loaded. Sometimes, certain mods require Gmod to be restarted. Download mods when the game is off.
