Only new soldiers with Tactical Rigging will get an additional utility slot from upgraded armor. This means that if two soldiers with Tactical Rigging, one new and one old, wear an upgraded armor type, both will have +1 utility slot (relative to their minimum number of utility slots).

You should be able to go in your Steam/steamapps/workshop/content/268500/1561823087/Script folder and just replace the .u file currently in there with this new one to make the changes occur (this is the directory path for the Hero Armor Equality mod).
The name of the custom ability applied to Plated/Powered armors is called ExtraUtilitySlot, so just tell me if adding that ability name to the dedicated pistol mod's config works out for you.
This would make it a slightly less janky way of getting the extra slot you want on your Reapers.
and idk what mod could be causing my issue cause i shouldnt have anything messing with reaper armor, specially since it is working as intended for templars/skirmishers(1 slot with kevlar, 2 with plated/powered) but only breaks with reaper(always 1 slot regardless, even with kevlar or when using armors from different classes)
i """"""fixed""""""" it by having using dedicated pistol mod's config file that lets me make abilities add a slot(made shadow add 1) and tweaked the localization file to reflect that all reaper armors give an extra slot, not a REAL fix, but lets my reapers have 2 utility like everyone, just in a janky way
I guess I don't really see Claymores as the same thing as other utility items since it's the Reaper's secondary weapon and not an actual equippable item. In XCOM EW, you can see this same thing happen with Smoke Grenades and Supports, since Supports don't get additional Smoke Grenade charges even if they get Deep Pockets (despite it fitting the description of a limited-use item).
The issue you're running into does seem a bit odd to me, but I'm not sure what mod could be causing it. By default, this mod makes it so the Plated/Powered armors have at least one utility slot available for Reapers, but if that "extra utility slot flag" is already set true for the Reaper Kevlar armor by another mod, then this mod just makes all Reaper armors consistently have 1 utility slot.
i am using dedicated pistol slot but it is working fore skirmishers and templars, also using RPGO but it shouldnt be touching hero classes
also beyond this issue shouldnt they have 1 slot by default and get a 2nd one when using plated/powered armor instead of having 0 and getting 1 with better armor?(i know in vanilla they have 0 but that was also weird of the devs, prolly trying to compensate for claymore)
when i test this on another reaper without tactical rigging, i changed her armor to wraith armor (using a mod allow hero to use other armor), she got no item slot. then i unlocked her tactical rigging, now she has 1 item slot, wearing either the standard/power reaper armor or wraith.
is this the intended design?
Must be a mod compatibility issue then, though I have no idea what it could be, I don't think I have any other mods that touch Tactical Rigging or Utility Slots.

Maybe it is an unintended interaction with "Hero Class rebalanced" mod?
