Generally each tier of government have a certain number. Chiefdom has two, Tier 1 has four, Tier 2 has six, and Tier 3 has eight. I moved around a few of the types but did not change the overall number.

No, it simply adds a few new bonuses to each government and government building.

You can remove the references to the files in the .modinfo file and it will accomplish the requested change.

I like the changes to the governments, but not so keen on the changes to the government buildings. Could you release a mod with just the government changes please?
