Maybe I'll do my own updated CS:GO version... I have some interesting idea :)
If you do not want to finish the map, there are plenty of authors on Steam who would gladly finish the map. I'd even do it, but I have no idea how to use Hammer nor would I know how to fix the unbalanced parts. Try asking Avo, Azet, or dB4d | MadMax because they specialize in remaking/porting CS maps.
Aesthetically-speaking, it definitely looks like a beta. The outdoor city areas look decent, but the indoor areas are extremely bland true to Damage's 1.6 roots. Random prefabs like bank teller windows, crates, and drawing boards are randomly added with no regard to an overall theme. What is this supposed to be besides a CSGO map? Special mention goes to the pond which is actually deep enough to count as a pool, thus limiting mobility.
