I got the idea from a couple other mods that were using single fire events to determine the host of a multiplayer game, I think one was dynamic difficulty it has been a bit. And that similar technique has worked with rich galaxy.
It also applies the the rich galaxy changes immediately after "Done" is clicked. Single player would apply it after one day, so the changes to your home system would not be available until you unpaused. Multiplayer was already immediate because of the way the event worked.
So far it has worked games with friends but I haven't had a chance to test it a lot but no side effects reported.
