But it doesnt working(do nothing) with total game rebalance mod - Vox Populi, to add there 'Ruins choice' need manually add new line at their UnitChanges2.sql and disable This mod (balance)

Seeing as this mod just grants the Native Tongue to all scouts, this probably isn't a bug with the mod, but just wanted to make it known that one should be careful - even though it is a fringe case as it requires those two conditions to be possible.
Love the mod otherwise. If I wanted an improvement on the "Study their tools to discover a new technology", make it a "spy steal tech" choice instead? That'd make it possible to select the technology instead of it being RNG.
I also wanted to mention that I really appreciate the work, time, and effort you have put into this mod. It is an essenial (in my opnion) mod to use when playing any game of civ 5.
The Ai use this feature without problem since they already have a routine coded for it in the base game.
Everything you need on this common cache issue is written in the mod description, troubleshooting section.

Yes, in that particuliar case (unique Scout from Modded Civ) there would be an incompatibility.

I figured it out. The problem stems from the fact that the civ mod I was using makes the Scout a unique unit, so it doesn't recognize the unique unit as a scout to be able to choose what reward you get from ruins. Problem (mostly) solved! Considering it's only one civ that doesn't work with it, it's no big deal. Thanks for your time!
I did. I had gotten it a few days ago, let it install, Did my best to make sure my old mods were updated or changed subscriptions to ensure it matched the correct DLC. Maybe I should double check them, I guess? I'm going to try a new game as a base Civ really quick, just to see if it works then. If it does, then it probably means there's something wrong with the mod civ I was using.
It does work with mod civ. Maybe you dont own Brave New World?
Of course they have the brain to choose since they can play the shoshones in the first place.

As a reply to Cheshire, I have most recently benefited from studying the CivFanatic forums, and this particular Reddit thread by one luisbaugusto http://www.reddit.com/r/civ/comments/2gozst/what_are_the_best_civ_5_mods/ , which I found via google search.
It is somewhat fun to look around for the opinions of others in this regard as occasionally you meet others who approach this game in a manner similar to your own. The mod community for this game has kept me in play much longer than I ever could have expected. Why spend your money for new games when modding can make the game you already own new enuf to play just one more time?!

By the tutorial i mean the link that redirect you to civ fanatic .com, you must start/load your new game frm the mod menu not the singleplayer menu.
Also, remember only scout get this features.
The only other possibility is a mod from another modder causing incompatibility, you should test the mod alone in this case.
Do you own Brave New World as required?
Is this the first time you use a civ 5 mod (if so did you also follow the tutorial in the trouble shooting section?)

All my mods are compatible togheter. What you suffedred is probably a common cache issue described in the trouble shooting section of the mod.
Follow all the steps in the trouble shooting section, but before resubscribing, verify the integrity of your steam civ5 file by going in your library and rightclicking civ5 ==> Local files.
Also delete your old save game (local and cloud) ifs that acceptable with you.
Restart a fresh new game with only my mods installed (no mod from other modders to make a valid test) and everything should be fine.
Of course i assume you have Brave new world, correct?
